Job Description:
The position will oversee engineering, operations, and compliance for key regulatory programs provided on the company's mobile network. The ideal candidate will be a part of a team of engineers who design and deploy solutions on the company's mobile network including: Wireless Emergency Alerts (WEA), Communications Assistance for Law Enforcement Act (CALEA), STIR/SHAKEN (ST/SH), and N11.
Experience in other regulatory areas, such as E911, Location-Based Services (LBS), Location accuracy certification, including Z-Axis accuracy, is highly desired.
Responsibilities:
- Responsible for executing the strategic regulatory plan and tracking compliance.
- Maintain relationships with vendors and government agencies.
- Oversee the creation of testing standards, method of procedures, and process improvement initiatives.
- Communicate and operationalize FCC mandates in a way that maintains compliance and protects the company network.
- Maintain Key Performance Indicators (KPIs) and track data/visualization projects that accurately communicate and track performance and compliance.
Requirements:
- Regulatory experience in a telecommunications setting.
- Experience implementing and managing CALEA, N11, WEA, and ST/SH solutions and/or operating a combination of these regulatory programs.
- Good understanding of 4G and 5G Core and RAN technologies, RF propagation theory, including end-to-end emergency call flows.
- Good understanding of 5G – NSA, SA, VoNR technology.
- Understanding of FCC Rulings and Orders related to wireless emergency services.
- Experience working with PSAPs and/or government agencies is a plus.
- Proven track record of working with cross functional teams to gain consensus and to establish wireless regulatory roadmaps and guidelines.
- Experience with incident management and Root Cause Analysis (RCA).
- Minimum bachelor's degree in engineering or related discipline with 6+ years of experience.
